bzr error: No changes to commit

If you get errors like the following after doing an update:

bzr: warning: skipping /etc/X11/core (larger than add.maximum_file_size of 20000000 bytes)
root <root@machine>
Committing to: /etc/
bzr: ERROR: No changes to commit. Please 'bzr add' the files you want to commit, or use --unchanged to force an empty commit.
E: Problem executing scripts DPkg::Post-Invoke 'if [ -x /usr/bin/etckeeper ]; then etckeeper post-install; fi'
E: Sub-process returned an error code
A package failed to install.  Trying to recover:

Edit the etckeeper config file:

sudo editor /etc/etckeeper/etckeeper.conf

Adjust the Bazaar commit options as follows:

BZR_COMMIT_OPTIONS="--unchanged"
# this will safely commit even if no changes have been made

Alternatively, you could change the VCS used to make commits.
